This is a first, Neteller Debit card not able to be loaded?

I just got happy when I logged in and found I forgot about 300 in my account, but when I tried to load it onto my card I got "An Error Occurred While Processing Your Request.
P1001 Processor has declined your transaction"

I haven't been keeping up, has this been happening to everyone? I was able to use it perfectly fine about a week ago... It's not a ton of money, but it would definitely help right now.
