Top pair against weird line

Villain has 25/21/2,8/25 stats and is a tricky 600/1k NL regular. I think he is a solid winningplayer but my samplesize is small. I was relative sure that he allways bet a flushdraw on the flop as well a set. On the turn i put him on 44/AdTx/AdJx or a cheap showdownraise with TdTx,JdJx,QdQx - i considered call, fold and push.

I didn´t knew what to do on the River, too.
I have the second best hand in my range here.

top of our range and he has a tiny range of hands that beat us. 3.5:1 too so we dont have to be right too often and he definitely shuts down on riv a lot.

plus - he didnt check the flop with a flushdraw or set. I almost lean towards 3betting the turn

he made a raise with very little FE into two players on a dangerous turn. doubt hes making a move here. (spare me the 'this is contradictory DUCY' posts everyone, it doesnt apply, DUCY?)
