Maybe every transfer has to be manually authorized, I dunno - haven't played there. And as such, perhaps chip dumping was (or was perceived to be) the transfer method least likely to attract attention from uninvolved people within AP. |

Either way, the point was that both IPs could be the same person, since they both are allocated to the same Costa Rican ISP and the first one was supposedly a residential cable modem's IP.
