Lots of things can cause a DHCP address to change, even on relatively static providers.

1. DHCP server reboot.
2. PC being powered off for the lease time.
3. Operating system reinstall.
4. New computer.

etc etc etc.

Just speculating here, but...

The AP cashier/security staff probably have lists or alerts of any major inter account transfers. Maybe every transfer has to be manually authorized, I dunno - haven't played there.

And as such, perhaps chip dumping was (or was perceived to be) the transfer method least likely to attract attention from uninvolved people within AP.

Either way, the point was that both IPs could be the same person, since they both are allocated to the same Costa Rican ISP and the first one was supposedly a residential cable modem's IP.
