This is not something you see very often so its difficult to know what to expect villain to show up with. Any villain who does this is almost certainly not a good player (with maybe a few exceptions that are read/history based). If we start off assuming a bad player we can start to compile a range for him. I think TT+/AK/AQ/78/sets/9x could all very easily be in his range. There are very few combinations of pocket cards that have you beat (3 combos each of 22/66/99 and 6 combos of AA) but many more within his range that you have beat (most you have absolutely crushed).
In addition, with the bone dry nature of this board it makes little sense for villain to overbet so huge with a hand as strong as a set. If there were flush/straight draws on board i think it would be much more likely that villain has a set and is trying to protect his hand.
