Can you create an ePasseporte account without linking to a bank?

I recently made a deposit on Pokerstars via a prepaid visa card (I'm US) and Ultimatebet gave me $10 which I worked up to a decent amount. I now want to transfer my money in UB to PokerStars. Can I create and use an Epasseporte account to do this? I don't know if you first have to make a deposit to epasseporte via a bank account or something before you can use it as an ewallet.
