You have to raise this hand. With any double pair hand your 25% to make a set on the flop, plus your CB will take it down often and you will get paid off frequently when you hit the set. You will lose value here in the long run if you just call or fold this hand preflop. If you're in the blinds, then i like a mix of 50% raises and 50% calls.
