And yes it's very likely that they'll never use it, but they'll still use some of the revenue they get from it. (it's basically a pension fund, eventhough it's commonly reffered to as an oil fund)

I only cracked halo open once or twice and seriously i didn't notice much for changes since the 2nd one. I'm sure eventually I'll get back into it though, because Halo is still Halo.
