Default Preflop raise question?

I am trying to start really assigning ranges to my opponents hands.
Obviously if I have 10000000 hands on someone and he raises ever 1/221 times he only raises aces. Great.

My question is if a person has a VPIP of 50 and PFR of 20 does that mean he is raising 20/100 hands or is he raising 20% of the VPIP ?

Does 20% equate to
(66+,A4s+, K8S+ J9S+ T9S+ a9o+ jto+ I think I am reading pokerstove correct))

It's 20% of all hands, not just the hands he plays. It isn't necessarily the pokerstove top 20 range though, it could be any 20%. It depends what hands he thinks are good.

he is playing half of his hands $vpip 50 and raising 20% of his hands overall. So he is raising 40% of his playable hands 20 / 50 = 40%

another example a player who is 20/18 is playing 20% of his hands and raising 90% of the time.
