Fatma is a LPR(legal permanent resident) in the US. She is a Turkish citizen. She worked for the post office in this country for several years. Fatma has a married friend in Turkey who is unable to have children. Fatma agrees to be a gestational surrogate for her friend. Artificial insemination is illegal in Turkey, so she travels Greece with her friend to have the procedure. She is now pregnant with twins. She returns to the U.S. to have the children. Since she is not working, has no resources and is pregnant she qualifies for Medicaid and the birth of the children is paid for by the Medicaid program in her state of residence.
The children are born and automatically become citizens of the United States. Passports are obtained for the children and they are taken to Turkey and handed over to their parents in Turkey with their passports and social security cards in their chubby little fingers.

I assure you that this is 100% true. I handled the Medicaid case.

I thought this was a highly unusual case. Sadly, when I pressed the issue further up the chain of command I discovered that this wasn't terribly unusual at all.

And of course it follows that these kids become terrorists. In Turkey.

My intent was not to be racist. I actually changed the name and middle eastern country of origin to avoid potential privacy issues. I realize that Turkey is not exactly a terrorist hotbed.

Legal Permanent Residents come form all over the world.

Granting U.S. citizenship to babies born in this country by default is a ridiculously stupid policy IMO.

Seems like an extremely exploitable hole in the syatem.

Of course, it would require an enemy with patience, long term goals, and little regard for human life.
