Why not raise him on the flop and find out where you are in the hand? If he calls reevaluate turn, if he raises fold, but probably taking it down alot. His low aggression factor is somewhat worriesome but only 49 hands.

since you're keeping track of his stats, what is his cbetting range? a 28/10 does not re-raise light, and a passive one doesn't cbet light either... I think you're up against JJ+ or AK... If his cbetting range is low I fold this flop sometimes, definetly fold turn.
The main reason I call TT (or any PP really) against a tight raiser is because their ranging hand is so tight that I will often stack them when I hit my set on the flop since their hand is so strong that they will have a hard time letting it go |
