Default NL200 - Common overpair vs flop raise situation

Villain is 19/9/2, calls a CB 38% & raises a CB 23% (although it's only after 280 hands)

What's your plan?

If we assume he is a decent, winning player, what range would you put him on to raise my CB?

this is a hard one because the flop sucks, but his post flop stats mean he could have air.
i would push if the flop were more raggity, but as it is i fold.

Surely the wet flop makes it more likely I am currently good and the more likely I should be to continue? Draws and air must make up a % of his range - question is, how big a %?

with this flop there is no chance villain has an over pair that you beat.
