IMO only IP sanctions for Antiqua will move Congress. The music and entertainment industry, huge contributors to Dems, will pressure the DEMs to comply so IP sanctions go away.
However, IMO odds of such sanctions being granted are only 50% and 50% chance that WTO wimps out and becomes irrelevant like UN and most international entities.
