Ich würd mich bei Arcor auf 1Mbit ohne Fastpath runterstellen lassen. Sag denen du brauchst ne 100% zuverlässige Leitung. Eventuell bringt ein gutes Modem Besserung (Nur bei ADSL2).

Ne Backuplösung die innerhalb von 10 sek verfügbar ist, wird schwer zu realisieren sein. Selbst der Timeout eines DNS Servers dauert in Windows nen paar Sekunden.
