Default Dealer Ruling

Here is the situation: It is 3/6 limit... (very loose and weak play) I'm in the BB with Q7o. Some players limp in and then a short-stacked player goes all in but not for a complete raise. Since they only had $7 left I only have to put in one more dollar. So I do that with my mediocre hand and then the player under the gun raises to 6. He missed his chance to raise and since the bet was not completed to 6 i didnt think he should be allowed to raise. I said this and the dealer ruled he was allowed to raise. Is this correct in some, all or no casinos? Should I have asked the floor person to clarify it?
