Tell me what the minimum state should be.

In my conversations here I've come across a few people that told me that ac looks real nice but could never function. But they also recognize that the state has problems and advocate some minimum amount of state intervention. I would like to know exactly what that minimum is:

Would the state be in charge of security?
Roads?
Copyrights and patents?
Drug use?
Prostitution?
Education?
Policing?
Currency?
Trade?
Welfare?
Construction?
Food production?
Press?

How will the citizens keep the government from expanding? What will happen to people who refuse to fund the government or people who critique it?

I understand that this is long. Answer or ignore at your own pace.

I would also like a detailed blueprint of how each bureaucracy would function in the ideal state. Since it is often demanded that the free market anarchist provide an exact blueprint of a functioning market for industries that are currently monopolized, it seems only fair. Besides, the statist needs only describe a single monopolist in minute detail; how much easier that should be than having to describe a competitive market.
