I don't understand what you mean by tournament decision.

If you think he'll fold to a shove more than about one in four or one in three, then shove. If not, call. Don't fold. For $14 into $63 you're getting pot odds.

CO has only $16.95 left, the pot is $63.25, and you only have $14 to call.

You have no FE so a shove seems kind pointless.

looks like CO might have 77, so you probably have 12 outs, and if you hit you will get the rest of CO's stack. I call and hope to hit. Its a crappy spot to be in, but i think you have the odds to chase here.
