So a regular US citizen cannot just open a Canadian bank account and then link that to their Neteller account and withdraw?

Neteller is requring some sort of "proof" of residency or citizenship in Canada?

What about this situation.

US citizen, living in the US. Have a Canadian passport. Is that sufficient to open a Canadian Neteller? Or do you still have to have utility bill/Canadian bank statement?

I hope so. I am living in a house in Canada. I got a phone seperate phone line hooked up just to send bill to neteller.

I'm waiting for the first bill, Ill let you guys know if it goes through.

A land line might work. I presumed cell phone, which probably would not work.

yes. I opened one in person in Canada with US passport and drivers license.

Did the bank account have your Canadian address attached to it or the US address from your driver's license/passport?
