NPR Sys Can means what?

I currently have Earthlink DSL, but Qwest technicians installed it. I'm trying to get some naked DSL through AT&T but the order was rejected because of some "End User Voice Line Issue - NPR Sys Can." I won't be able to call them till next week, anyone seen this before?
