secpol.msc missing from Vista

Just picked up a new machine with Vista Home Premium on it and it doesn't seem to have secpol.msc on it. Anyone know if Home Premium is supposed to have it or not?

Good question. Can you get there via any of the xp paths?

I searched the hard drive for it with no luck and manually looked in the folder with the rest of the *.msc programs and didn't see it. I was trying to change a setting on it for networking to my Mac but found a link to make a config change to samba that did the same thing.
