Default 27TD: reacting to a very consistent passive player

So there's a player in the low-limit games of a type I've never run into before. This player raises only pats. He will limp/coldcall one-card draws from the field (including at least some straight draws but not nine draws) and defend two-card draws in the blinds, apparently for any number of bets.

Describe a first-round strategy against this player in a full game, including seat selection techniques. My answer later.

Will he limp/call 3 card draws to a 7? to an 8?

And I should clarify that he doesn't even play two-card draws from the field.

I don't think it matters whether you're on his right or left, because with his playing standards it's like the game is 5 max. On his left is "better" I suppose, since you can fold when he plays.

What does he consider pat on the various rounds?

Does he ever fold his pats?

I think I'm missing something here, but I'd probably raise/re-raise his blinds a lot, then try to out draw, or out play him. I this guy really that unusual?

And since his blind standards are lower stealing his blinds wont be total cake. Does he fold on later rounds in the BB with a 2 card draw? What about a 1 card draw?

Eights or better only. I saw him break once, but virtually nobody folds a pat in these games and he's no exception.

He plays pretty standard semipassive post. Will bet when a card ahead, will occasionally bluff rivers when both players draw. If he's bet into he generally won't raise. Doesn't seem to snow. I haven't seen him pay to draw 2 on third, but he'll go to the end with any one card draw.

Once you get involved in a pot with him you should probably snow him every single time before the last draw if you're both drawing still.
