Default NL100 JJ on ragged flop faces heat on turn??

Villian appears to be 4-6 tabling, possibly a regular at $100 NL on stars but I haven't played at these stakes long enough to know the regulars enough... he seems quite taggish.

Why do you call the flop? I would raise there, especially bc he bets a small amount. i fold on the turn as played.

Why then is he leading the flop if he knows I could potentially have a monster? Is this an insta-fold if I get reraised after raising flop?

If he smooth calls the reraise on turn and he leads turn again is this a fold for sure?
