PostgreSQL error

My whole poker software system is brought down by this error.

I don't remember I did anything special, but today I can't start my pokertracker database and my hold'em manager database due to this error:

Connection Error: No connection could be made because the target machine actively refused it.

I turned off both firewall and anti-virus and got the same thing.

Anyone knows what's going on?

on a similar note : i get this error ( i looked at the PT forum couldnt find a solution though) can anyone helP ?
