Video camera: small, cheap, decent video -- recommendations?

I'm looking for recommendations about video cameras that record decent quality footage while being small, easy to use, and cheap (say, <USD200).

I'm making a recommendation to a political blog that will be webcasting video from its readers of small to midsize political events during the upcoming election cycle. So, the idea is to provide a short list of easy to obtain and use cheap but decent consumer video cameras.

Obviously, personal experience with particular makes or models is very helpful. Thanks.
