All of the articles misrepresent what he said. He never "admits that there is $2.3 million missing", as the headlines would like you to believe. He says there are some estimates that transactions cant be accounted for in that amount, without comment on whether thats even possible, much less accurate.

From my understanding about earmarks, is that Ron Paul's constituents write to his office that they want federal funding for certain projects. He just forwards them on to the appropriations committee, since he feels he can't ignore his constituents.

He doesn't pick and choose which ones to submit, and he says this is the fairest way, to just send everything through, and publicly disclose everything (unlike most in Congress). But he obviously doesn't fight to get these projects passed, and in the end, he votes against them in the final bill.

One would expect they'd be less "self interested" than elected politicians who have to justify themselves before their constituency in order to be reelected. I note that in Senator Craig's resignation speech he used the word "Idahoans" quite a few times. He got reelected as many times as he did not because he had less self interested motivations than unelected faceless bureaucrats, but rather because he had more.

If the politicians have to be reelected then perhaps there will be a community of interest with there electorate.
