Problem: Because the government forces insurance companies to charge the same rate to everyone, people in low risk areas end up subsidizing people in high risk areas, and people continue to build up high risk areas because they are being subsidized.

Liberal Solution:
Let insurance companies charge different rates, but tax people and use it to pay higher rates in high risk areas.

Anyone see the fallacy?

Ahhh yes...the "they benefit, you pay" fallacy. Unfortunately we are headed into a period where it will be so pervasive it will hardly seem like a fallacy anymore.

We've been living under "some benefit, others pay" since this country was founded. And it's been pervasive for the last 50 years. Except, I'd guess you and many others don't have much problem with this mode of operation so long as those paying with their blood are mostly non-Americans, and those that benefit in our society are those who you lead the cheerleading squad for. Which is ironic, because you've been paying for them, too. But hey, we love air shows and parades and cheap oil, but when it comes to things like providing health care, you rightly draw the line.

I'm reminded of a Dilbert cartoon where the boss was presenting his cost savings plan. First we'll outsource our IT operations to save money. Then we'll bring the IT operations in-house and save even more money!
