Default FT: 99, 5bb and no FE

Final Table of Stars low buyin MTT with a crapload of runners. Preflop raises seem to be larger than I'm used to, with most people raising 4-6bb and very few flops seen.

I'm the only real shortstack with just over 5bb. No one else has less than 12 and a couple guys have over 30. I lost a big pot right before going through the blinds and haven't had it folded to me yet, so am getting pretty desperate.

UTG (with about 16bb in stack) raises to 4bb. It folds to me.

Do I go in now and hope it's a coinflip and I win? Or do I wait for a hand with first in vig?

I think you probably want to go in here. Very likely a coinflip, and probably getting close to 2:1. Also, 5bb really sucks and you probably aren't going to get another spot before getting down to 2 bb or something.

even if you fold this and then open shove something else, your first in vigourish will probably be minimal. The pot is probably around 2.5 bb to begin with, giving anyone 1.5-1 and the big blind a wooping 2-1 + the chance to swat a fly and move up in ranks.

If it was a LP raiser, I'd think it was a no-brainer. Since people don't tend to raise light UTG in full tables, I at least considered folding.
