Am I outta line with the Turn raise?

Yes. I've done this to and am learning not to. That small blocking type bet won't get folds, even though it looks so weak. Especially on the that turn pairing the top card on the flop. It acts like as a "holdem" card; it either made villians hand much stronger, or feel stronger if he has another pair like A9. I usually reraise this turn bet here and get into a ton of trouble vs. villians who I think should fold...but in turn know they won't. Best just to give up after he calls your flop bet and find a better spot.

I hear you.

But I don't think folding to the $10 bet (into $100+ pot) is correct either. The bet's just too small (10% bluff rule as a minimum...+ potential outs).

I'm thinking that the Flop call is enough to warrant just smooth-calling the turn and likely folding to any reasonable sized river bet - especially given his low aggressiveness.

I meant giving up on trying to push him off his hand. Calling the turn bet is up to you; its possible your drawing dead, and might be forced to call rivers that you wont like and end up losing yourself more money.
