Default Strategy Adjustments for 2-4-4-8

Caesars Indiana spreads as it's lowest limit game 2-4-4-8. So the pre-flop bets are in increments of $2, flop & turn in increments of $4, and the river in increments of $8.
I was wondering about some strategy adjustments for this game. Here are some of the ones I thought of.

1. Given that the BB will not raise, you can call in the SB with just about any two decent cards - anything suited, any ace, and other junk like 8-6. Suppose that 3 other people have called, you're getting 9-1 and since the bet jumps to 4 - and somebody will probably play along with you where you have a big hand, you're potentially getting paid off at least 13-1 on flopping something big.

2. Drawing hands - suited connectors and stuff go down in value when you're in late position preflop because the immediate increase on the flop reduces your drawing odds. Conversely, somewhat marginal hands with big cards in them go up in value because you can charge people very highly for the draws on the flop (they're quite likely to play along with you w/ any draw regardless of odds). So this structure favors you in that respect because you have more equity on the flop vs. draws that will come along regardless.

3. Can't raise for a free card on the flop bc the betting limit is the same flop to turn.

4. Should you raise more hands in the blind for value? Throw in a raise in the BB w/ QJs or JTs with 6 people or so already in?
