Default SB vs BB advantage..

Since the SB acts before the BB, I always wondered why is it the person in the earlier position must pay to complete, yet the player behind gets a free flop if no raise.

It seems to me, to make things fair, the big blind should in fact pay to complete as he has the power of position, which would balance things out.

However, I am probably missing the obvious here.

If the BB acted first preflop how could he fold or raise if the action were folded to him?

The advantage for the SB is that he has to invest less dead money into the pot before the cards are dealt.
