Default Need Help For a League

Hey guys, I'm wanting to start a home league very shortly. Would you take a look at my bylaws and give me your thoughts? Thanks in advance.

Yes, I know that it's extremely low-stakes. That's how we roll.

Hello all,
I'm posting a rough draft of my upcoming poker league bylaws here for suggestions. Thanks in advance.

Union City Poker League
The 2007 fall poker season will be starting soon and league registration is now open. Tournament-Style No Limit Texas Hold'Em is this season's game of choice; everyone is welcome to join and league members are sure to get a lot of action this fall! In addition to the league "Leader Board" this season will see the introduction of the Main Event with a wildcard pre-game, a heads-up tournament, random bounties, promotion cards, sidepots, and much more! There will be 10 circuit events this season and the winners will take home at least $10. The League Champion and Main Event Champions are both guaranteed $50. Guests are always welcome, but only members get all the perks!

About League Play
A poker league, like any other league, consists of a series of games in which players compete to win points. The results of the games are recorded and displayed on a points "leader board." After all series games (circuit events) are played, the top winners of the points "leader board" are rewarded and the top player is named League Champion. Furthermore, the top league players are allowed to enter the "Main Event" to compete for an even larger prize pool. A number of promotions and incentives are also offered to increase turnout, participation, and fun. Beginners are welcome! The league encourages members to have fun, meet new people, build friendships, and share knowledge about how to play better poker. Anyone can join and everyone is welcome.

Membership
The league has open membership. The membership fee is $25. Non-refundable. Guests are welcome to play in all circuit events for a registration fee of $3/event, but are restricted from the Main Event, Leader Board, and Progressive Heads-up Tournament. Guests can turn member at any time by paying the membership fee, they can then start accumulating points. Fees go toward league upkeep, promotions, incentives, and hosting costs.
Membership Benefits
Members receive one free guest card, one chip & chair card, two two+two cards, and two sixth-street cards. The Main Event, Wild-Card Event, and Heads-up Events are all members-only, as is the Points Leader Board.

Points Leader Board
The Leader Board is essentially the league scorebook; it keeps track of all circuit event results. Points are given to each participant based on his/her performance in each event. After all events are completed, the top point getters are rewarded and the top player is named League Champion and is guaranteed at least $50 (and bragging rights). Furthermore, the top players receive admission to the Main Event.

Main Event
The main event is a single tournament with a substantially higher prize pool than normal circuit events. There is only one Main Event and only the top point getters are allowed to play. There is one exception, the remaining members will receive entry into a wildcard event with the winner receiving entry into the Main Event. The Main Event Champion is guaranteed at least $50.

Heads-up Tournament
Some weak tournament players are great heads-up players and this season they will be rewarded. The tournament (double-elimination) will take place on the main event night. First place is guaranteed $10. League members only.

Circuit Events
The regular league events played for both the event pot and Leader Board Points are called "Circuit Events." There will be 14 scheduled circuit events this season and event winners are guaranteed a payout of at least $10. Guests are welcome and members are encouraged to bring them!

Freeroll Events
Promotional events that are free for everyone. Points are not taken and Side Pots don't apply. The payout will vary.

Promotions
Promotions are intended to increase participation and enjoyment. Various promotions run throughout the season, including the Fried Fish Award and the season side-pots. Other promotions are temporary, such as the event-specific Side Pots and bounties. Promotion cards will also be given out often throughout the season.
Season Side Pots are intended to encourage play and participation. Hands must be made in an active hand, no rabbit chasing.

* Bad Beat (4 of a kind beat by 4 of a kind or better): $10 loser, $10 winner

Promotion Cards are "coupons" that can be redeemed in exchange for a prize or privilege. These must be used in a circuit event and are only valid in the season issued. Both guests and members are allowed to use them. They may be recirculated. Instructions on card must be followed.

* Chip and a Chair Card - Receive a 500 "Add-On" chip. Can be used after a bust-out before the next hand. Cannot be used to buy-back in later or without a buy-in. Limit 2 per person, per event. (value:$1.50)

[/ QUOTE ]

Looks like a fun way to get a lot of play for little money, and to get a good group of players that are committed to playing regularly.

I don't like the wording of some of the dues going to "hosting costs", and may make the game illegal, depending on your state.

Also, where is the money for the high hand and bad beat jackpots coming from? What if it is hit multiple times? Does it come out of your pocket?
