im not a programmer at all so what are the steps needed to make a website and approx cost?

for example creating a website like facebook

This question is far too broad. Do some research, figure out what you want your site to do, etc. Simply asking how much to make a website like whatever it like asking "how much is a car, I want it to have a steering wheel and tires, like a ferarri."
