It is in a sense. Most casino's take a sizable administrative fee (between 10-20%) out of the BBJ winnings, so while it appears to something to generate more action, its actually just a way for a casino to squeeze more cash out of the poker room

Not in Nevada. It's illegal to take jackpot funds for admin fees. They can take part of it to seed the future jackpots or other promotions, but the house is not allowed to take anything for themselves.

Not really. Theres a pretty big difference in rake(LV) vs. drop(Los Angeles), especially given that Vegas games usually feature smaller pots due to the weak-tight nature of the players.
