Default Can I plug in 2 internets for double the speed?

Suppose I have 2 different internet providers and my computer has 2 network cards. Can I use both connections at once to double my speed (and reliability?)

If I use something like the DrayTek Vigor2910 (http://www.draytek.co.uk/products/vigor2910.html), will that double my internet speed or just provide a backup in case one fails?
