Like others said...fold both times. If you want to play this hand (which you shouldn't), you need to raise. Playing small pocket pairs for set value, your chance of winning is small, so you need implied odds. When your stack (or your opponents' stacks) are this small, your implied odds aren't good enough. Harrington suggests not playing small pairs for set value anymore once your M gets down to 20. You're at 11 here, so definitely fold.
