Default NL100: 76s OTB. Fire 2nd barrell on turn? Ok to bet river here?

Villain is 38/8/0.4 after only 50 hands, I think he could easily call my PF raise with a wide range hands of.
I'm running at 15/11 so far.

CB is standard IMO, he's kind of loose but I've seen him folding to CBets a few times so far. When he calls the CB I put him on either something like 2nd pair or maybe a FD, I'm not sure if he'd fold if I bet again on the turn.
River card is quite ok to bet on, flush did not come in and in case he does have like QT, QJ or maybe even say 99, another overcard just came off for him. Of course, if he has like KQ there is no way he folds here.
All commments appreciated!

My first instinct is that he's on a weak ace and that he's calling river. I usually give up after the flop in this spot against a villain who seems passive.

If Villain is passive enough (he is), you can bluff for like $7 here and have him fold all those missed flush draws that you don't beat. Your bet is okay too because it makes him fold QT and QJ.

I don't like it and I would fold it preflop because 38/8/0.4 - is a "station" who rarely folding to your cbets. In this situation you need a hand - atleast high card.

EDIT: And one thing more:
CB is standard IMO, he's kind of loose but I've seen him folding to CBets a few times so far.

I think "a few" is so relative term. If he playing 2% hands, then "a few" means "almost always" but if he playing 40% hands then "a few" means "almost never". So, better use stat: Fold to CBET.

On the river, you can't win unless you bet since if you check and he had a missed FD you'll probably lose to his high-card, even if it's only 8-high. So, if he folds a better hand (i.e. 8-high busted FD) at least 37% of the time, then this is +EV.

So, I think betting on the river is good. I'm wondering if betting less might be better. How little can you bet to get no-pairs and pairs lower than Qx to fold? If you can bet as little as $10 to accomplish that objective, then $10 would be better than $16. So, I might have bet less. But I wouldn't just check behind and give up to what might very well be a no-pair busted flush draw.

I'm almost never 2nd barreling turn here vs someone so passive. If fold to river bet % > 1/3 I'll bet river, but I think sth like 40% pot is enough to make most busted hands (little pairs and busted draws) to fold.

This really depends, they may be passive and love to call flop bets, but very willing to fold to double barrels. Passive doesn't necessarily mean station, however if this opponent has high fold to cbet stats, I usually let the hand go. If opponent seems to call a lot of c-bets, I'll fire again here especially in position.
