On that bad of a drawy board, you have to be looking to either push the flop or wait for a safe turn card and push there. You allowed him to set his own price for his apparent draw. Either 3bet push the flop or push the turn if you're going to play the hand.

His aggression numbers are so low, that you're rarely ahead on the turn.
