Yeah, you should be able to see the mucked hands at Poker Stars as long as the hand saw the showdown. If they folded before the end of the hand then their cards remain a mystery.

It should be in the hand history ... look again.
I think if they muck them AFTER you (they are in position) that you can not see them.

You also can only see the mucked cards in MTTs. They don't show in ring games.
