I think a raise on the flop would be beyond horrible.

If villain is any good he isnt valuebetting a weaker one pair here. Any Tx is folding pf and pp below T would be too thin. At the same time its kinda hard to fold the river (esp. when its so cheap) because why would he check behind on the turn if he had a set?

I can see him playing QQ-JJ like this. He bet the flop with the intention of folding if you raise and then put in a small valuebet on the river when turn went check/check.

I dont understand why someone would want to shove here.
