No way I'm folding the river with top two there. He has an overpair like never (even as passive as he's shown himself to be) he's got sets rarely because there's one combo of everything but 77, and I really doubt he has a 4 here ever. I guess 89 makes a bit of sense, but in the first hand the board was at least a little scary so I don't think he was slowplaying it like he would be here on the turn with the nuts. I can't not call.

FWIW i agree he never has a four here. It is either 77 or 89 if I'm beat.

I know what you're thinking, but people, especially bad players, will really surprise you sometimes. It's just too narrow of a range to put him on to fold getting 7:31 or 1:4.5ish. I wouldn't be surprised in the least if he proudly tables QJ here.
