Where to find web designers for my new domain name

So I just purchased this domain name and am looking to develop it into a site but I know nothing about programming or web design.

Can you guys recommend any forums where I can post what I am looking for and people can send me quotes or something?

Try elance.com or rentacoder.com you should be able to post your requirements there and have people bid on them. Obv, just beware that you often get what you pay for and if a quote seems to good to be true it probably is.
