It will always mystify me that somehow, my opponent's will call with all sorts of crap, hit the flop hard and nail the river to snap me off again and again. How is it possible that bad players can get so lucky, hit 15 flops in a row, and this odd anomaly has never ever ever happened to me?

Where is the balance?

Because you are not constantly putting money in that bad as they do.
