Default 200nl: Retard takes a strange line - shove river for value?

Villain is 40/0/3 after only 20 hands. I'm being my usual laggy, handsome self.

BB checks, Hero... checks or shoves?

Obviously when he minraises I'm looking for cheap showdown, but the check on the river is kind of weird, makes me think either I have A) fold equity or B) I'm in front.

Are we checking behind or shoving?

If you're in front, what hands is he calling a bet with?

If you think you have fold equity, against what? I sincerely doubt anything two pair or better is folding, and we're ahead of everything else.

He's a retard, he's calling with any pair. Not sure what he's raising turn with, too few hands with him.

No. A 40/0/3 is calling with a K, and *maybe* a Q. I really don't think he's calling with anything else.
