the point of the paper was that the think tank for the elite said that hey, this globalization is working so well so fast that there might be a political backlash against globalization in the US, so they recommend some socialist wealth distribution programs (the free bread in the bread and circuses program) so that the average american doesn't realize the impact of globalization so that the globablization program can continue unimpeded.

All that needs to be done is make the minimum wage $25 an hour. It's obviously the right thing to do since employers are short changing their employees. They don't need to make as much profit as they do and they'd obviously be able to make a profit and raise everyone's (well at least all of the 95% that had their real wages decline) wages at the same time.
