Default raise

Player A calls a bet, player C didn:t see player B was in the hand too before him and sais: "i raise". the dealer tell him that it is not his turn, and he should wait player B to play. so player B calls a bet, and player C attempt to raise dealer sais that now he can only call the bet because he raised beforehand!! what is the rule abouth calling out of hand? what if player B raised? Could player C fold?

It depends on the house rules.

Some places, Player C raises becasue it is greater action. Action out of turn may be binding unless there is equal or greater action before them. Please try for better sentence structure/explanation in the future. This hurt my brain a little bit. Game type, situation, ect..

He didn't call out of a hand. I dont even know what that means. He tried to raise before it was his turn and was bound to a call, which is beyond me to begin with.
