Chinese poker, each player gets 13 cards and splits them 5/5/3 kinda like Pai Gow. Then you compare against the cards of your opponents, and essentially whoever takes 2 out of 3 wins money from the other.

Just like you convert any other poker game to a tournament poker game. In Chinese you pay your opponent X dollars per point that they win from you (or that you win from them) at showdown. Just like any other tournament, you start with a fixed stack of chips, and for n minutes each point is going to be X chips. At then end of level 1, the price per point goes up to 2X or whatever, and you play at this new price for another n minutes. Lather, rinse, repeat.

So is there any actual betting with these points? Or is just like a casino table game?

I don't think so.

I seem to recall an essay the gist of which is that it's not poker since you have no betting after you have your cards. I think it was Mike Caro saying so.

No betting. Points = $$$.

If you (and your opponents) know how to set hands correctly, it's a flipping coins game.

If you don't know how to set hands correctly, then you are giving up equity to the players that do.

Are there rules like in Pai Gow how the 2 card hand can't beat the 5 card hand?

Yes. The bottom 5 card hand has to be higher in rank than your middle 5 card hand, which is higher in rank than your 3 card top hand.

There is also a 2-7 lowball variation where your middle hand is composed of a low. But to answer your question, yes it is like PaiGow.
