Its a verbal call so it stands.
Its like someone saying raise and then saying I only want to call now, they still have to at least min raise |

Verbal statements are binding so it's a call.

It is a call. As others have said, verbal declarations are binding.
However, if the 2nd player made a declaration (before player one acted) that he was calling no matter what player one did, then that is a gray area. |
