Default 100nl tough spot with tp and fd

guy who lead flop was 23/16/2.3 and seems to be at least decent
no read on minraiser

im puttiing the minraiser on a big pair which makes me about even money against him but the lead seems strange to me it could be a set in whhich case im behind or a bettter flush draw which would make my pair good wahts the best line here?

you're even money vs. an over pair, you have outs vs. a set, and there is dead money in the pot... shove time.
