I don't think villain is ever folding AK or better here so why raise the turn? If we aren't behind our guy is likely drawing to 1-3 outs. As played I think a check call on the river is fine.

He bets at the King AND he bets at the Ace..doesn't make sense; it's either AA/KK or a sloppy 3-barrel with a PP. Has he made this weak 3-bet before? How often will he make it $15 with 99-QQ vs. AA/KK ?

I never raise anywhere for reasons mentioned above, and why blow him off a PP? That said, I guess you have to call the river getting just over 3:1 as I think he will show you 99-QQ often enough. Remember, you can lose up to 75% of the time with a call here and still show a profit.
