I don't think that the OP cares about getting a balanced vote of all players that may be affected. I think his intention is to stack the deck in his favor.

IMO the 2 hour wait would be much better than minimum 50bbs. many of the fish you see at your tables buy in short and stick around. the ratholers are the problem. make them wait

(These are just my personal preferences though)
