Default String bet?

This is a limit game.

Player one bets and puts out 2 stacks of 3 chips(a total of 6 chips).
Player two does not announce anything and puts out 2 stacks of 3 chips and 1 stack of two chips(a total of 8 chips), then reaches back into his rack for more chips. Player one declares it a string bet. Dealer let player two complete his raise on the basis it was apparent he was raising and not calling(It was obvious he was putting out more chips than needed to call the bet). Player one said player two needed to put out at least 9 chips(six to call the bet and 1/2 of the amount of the raise) or its a string bet. Who's right?
